In response to the COVID-19 outbreak, the Government of the Republic of Indonesia, via Minister of Law and Human Rights, has issued temporary prohibitions of entry and/or transit (travel ban) into Indonesia for foreigners.
The new policy will take effect from today, Thursday 2 April, 2020 at 00:00 Western Indonesia Time (GMT+7) until the end of the COVID-19 pandemic declared by an authorised institution/organisation.
The ban applies to all foreigners, with the exceptions of:
1. Foreigner holders of Temporary Stay Permit (ITAS) or Permanent Stay Permit (ITAP) in Indonesia;
2. Foreigner holders of Indonesian Diplomatic Visa or Indonesian Service Visa;
3. Foreigner holders of Diplomatic Stay Permit or Service Stay Permit in Indonesia;
4. Medical Aid Workers or Food Sustenance Workers for Humanitarian Purposes;
5. Crews (Air, Sea or Land Transport);
6. Foreigners/Expatriates working on Strategic National Projects.
The aforementioned foreigners excluded from the new policy must comply with the following requirements:
1. Possess a valid health certificate (in English language) issued by Health Authority of respective country;
2. Residing for at least 14 (fourteen) days in a country/territory with no eminent case of Covid-19;
3. Statement of compliance to be Quarantined for 14 (fourteen) days facilitated by the Government of the Republic of Indonesia;
This Ministerial Regulation shall also regulate the immigration procedure for foreigners in Indonesia with the following directions:
1. Foreigners with Visit Stay Permit (ITK), including those who entered Indonesia with Visa Exemption or Visa on Arrival, when the stay permit is expired and/or cannot be extended, will be given a Force Majeure Stay Permit (ITKT) automatically, without prior application to local Immigration Office and without any fees;

2. Foreigners with Temporary Stay Permit (ITAS) or Permanent Stay Permit (ITAP), when the stay permit is expired and/or cannot be extended, will be given a postponement with a Force Majeure Stay Permit (ITKT) automatically, without prior application to local Immigration Office and without any fees.
With this new Ministerial Regulation in force, the previous Ministerial Regulation No. 7 and Ministerial Regulation No. 8 year 2020 will be deemed void.
